1. Nature of Duty of Excise Inspector (18 Marks)
The Kerala PSC has divided this section into five modules covering the responsibilities of Excise Inspectors in different roles within the Excise Department.

Duties and powers of Excise Inspector
- Jurisdiction – Within the area for which they are appointed
- Duties and powers – To perform the acts and duties mentioned in sections 40 to 53 (both inclusive) of the Abkari Act
- Powers and duties entrusted to Excise Inspectors under NDPS Act and COTPA
- Hierarchical structure of Excise Department and duties of Excise Inspector as prescribed in Excise Manual
Module -2 (4 Marks)
Duty of Excise Inspector in charge of Range Offices
- Jurisdiction
- Throughout the State of Kerala
- Duties and powers - To exercise all the powers and to perform all the duties of the Commissioner in respect of issue of special permits under section 11 of the Abkari Act, concurrently with the Commissioner and subject to the control of the Commissioner.
Module -3 (4 Marks)
Duty of Excise Inspector in charge of Distilleries, warehouses and Breweries or Wineries
- Jurisdiction – Throughout the State of Kerala
- Duties and powers – To exercise all the powers and to perform all the duties of the Commissioner in respect of issue of special permits under section 11 of the Abkari Act, for the transport of the liquors made in or issued from the Distilleries, Warehouses, Breweries or Wineries of which they are in-charge concurrently with the Commissioner and subject to the control of the Commissioner.

Duty of Excise Inspector in charge of Excise Enforcement and Anti Narcotic Special Squad and Excise Intelligence and Investigation Bureau
- Jurisdiction – Within their respective jurisdiction
- Duties and powers – To be Abkari Officers in relation to the functions assigned to them by virtue of their respective post or designation, for the purpose of sections 31, 32, 34, 35, 38, 39 and 53 of the Abkari Act and to exercise all the powers conferred and to perform the duties assigned on Abkari Officers under the sections aforesaid.
